Legal Authority and Mandate
  • Legal Basis: Established under the Local Government Act, which governs the formation and responsibilities of all Zambian local authorities.

Communication and Strategy
  • Bridging the Gap: To address past issues of stunted growth and poor information sharing, MTC is adopting an open-door policy.
  • Digital Transformation: The council is prioritizing digital technologies to better connect with citizens and accelerate district development.
Organizational Structure
  • Departmental Setup: The council operates through three directorates (departments) that manage public goods and services.
  • Key Sectors: Responsibilities span governance, public health, education, social amenities, and community development.

The CDF serves as a strategic tool to bridge the gap between central resources and local needs through a "bottom-up" accountability model.

Core Objectives:

  • Infrastructure: Building schools, clinics, and local roads.
  • Human Capital: Providing bursaries for secondary and vocational training.

Implementation Structure:

The process is governed by CDF Committees (local leaders and experts) and Local Authorities (Municipal/District Councils) who act as implementing agencies. All projects undergo a formal approval process and are subject to audits by the Auditor General to ensure transparency.

About the Council

Established in 1997 and currently governed by the Local Government Act No. 2 of 2019, Milenge Town Council serves the Luapula Province. Our core mission is providing effective governance, supporting local businesses, and delivering timely essential services.
