Zambia Devolution Support Program (ZDSP)

Accelerating Decentralization & Local Empowerment

Program Overview

The ZDSP is a government-led, World Bank-funded initiative launched in 2023 to accelerate Zambia’s decentralization by devolution agenda. This hybrid program, with over US $210 million in financing, supports the transfer of governance functions and resources to the local level in alignment with the 2023 Decentralisation Policy.

Funding & Timeline

Financed by the World Bank; managed by MLGRD. Active until 2027-2028.

Strengthen financial and institutional capacities of local authorities across Zambia.

Capital grants and technical support to promote transparency and accountability.

Key Eligibility & Requirements

Eligibility for funding hinges on annual performance assessments by the World Bank. Councils must meet strict Disbursement Linked Indicators (DLIs):

Compliance & Audits

Unmodified audit opinion (no adverse/disclaimer).
Signed audited statements published on time.
Documented stakeholder budget meetings.

Operational Capacity

Essential Staff: Secretary, Finance, Procurement, & Planning.
Published lists of WDC and CDF approved projects.
Adherence to PFM transparency standards.

Grant Structures

Type A

Annual Basic Capital Grant

Provided to all eligible councils meeting the minimum institutional conditions.

Type B

Performance-Based Capital Grant (PBCG)

Rewards higher standards in planning, budgeting, and service delivery with larger funding amounts.

Strategic Focus: Improved service delivery in public health, water, sanitation, and community infrastructure through greater citizen participation in local development planning.
