The ZDSP is a government-led, World Bank-funded initiative launched in 2023 to accelerate Zambia’s decentralization by devolution agenda. This hybrid program, with over US $210 million in financing, supports the transfer of governance functions and resources to the local level in alignment with the 2023 Decentralisation Policy.

Eligibility for funding hinges on annual performance assessments by the World Bank. Councils must meet strict Disbursement Linked Indicators (DLIs):

Rewards higher standards in planning, budgeting, and service delivery with larger funding amounts.
Strategic Focus: Improved service delivery in public health, water, sanitation, and community infrastructure through greater citizen participation in local development planning.
